Pla Estratègic Metropolità de Barcelona Series

PEMB Series: Cohesive Metropolis

We call cohesive metropolis to a vision of the metropolitan region of Barcelona, the territorial scope of the Barcelona Demà process, which focuses on improving the quality of life and reducing urban segregation, by recognising the different realities and experiences that coexist.

The main goal of the conference is to position the topics and the approach behind each of the three areas into which the cohesive metropolis topic has been broken down, and to start a debate on the challenges identified in each area based on a set of guiding questions. The ultimate purpose of the debate is twofold: to verify that the key challenges have been met (and if there are others, to identify them), that they are shared by the entire territory, and to begin to identify specific missions and projects that can be useful in meeting the different challenges.

The three theme blocks or areas identified for the cohesive metropolis are:

1. Housing and recognition of rights.

Access to decent (habitability conditions) and adequate (with an environment of sufficient basic services) housing, and the recognition of other rights that make up the basic needs of people (water, energy and food), are pillars of the welfare state and, therefore, the entire population will enjoy them.

2. Balance and territorial integration.

We need a metropolitan territory where everybody, in a reasonable proportion, can find the resources and services that allow life to develop, based on a careful design of public spaces, services and redistributive mechanisms according to the territorial scale.

3. Social equity in changing contexts.

There is a metropolis that offers answers to changing realities (population ageing, increasing migratory movements, population and cultural diversity, digitalisation of educational and working environments) based on the recognition of people, and the configuration of social contexts that make people interdependent and allow them to develop equally. Likewise, there is a metropolis that prevents new fragmentations, that promotes diversity, that stimulates the creation of new solidarities and that facilitates that opportunities reach everyone.
