PEMB Series: Resilient Metropolis

We call resilient metropolis a vision of the metropolitan region of Barcelona, the territorial scope of the Barcelona Demà process, which focuses on ensuring the basic needs to live in a healthier and more adaptable metropolis in the face of risks and uncertainties arising from climate and environmental emergency, reducing vulnerabilities and mitigating hazards that may hinder it.

The main goal of the conference is to position the topics and the approach behind each of the three areas into which the resilient metropolis topic has been broken down, and to start a debate on the challenges identified in each area based on a set of guiding questions. The ultimate purpose of the debate is twofold: to verify that the key challenges have been met (and if there are others, to identify them), and to begin to identify specific missions and projects that can be useful in meeting the different challenges.

The structure of the cycle is based on the three themes, specific to the resilient metropolis:

  1. Climate emergency.

Coordination towards a decarbonised society that adapts to climate change, including mitigation and therefore the reduction of greenhouse gas emissions, is becoming a global necessity. The aim is to identify the main threats to resilience and pose challenges to reduce and/or adapt to them. The recognition of the urgent need to achieve these objectives calls for the close collaboration of the administrations and actors of the metropolitan territory to forge a new space for work and consensus.

  1. Environmental emergency.

Understanding that we are in a state of environmental emergency, with obvious impacts on ecosystems and the environmental services they provide, entailing risks to people's quailty of life, health and the environment, and calling into question the survival of a model that tends to exhaust the planet's resources ever more rapidly.

A metropolis that seeks to reduce pollution, and generate a change in the ways of living, consuming, producing and being in order to reduce the negative impacts on the environment and people.

  1. Healthy territories.

Health as a pillar on which everything rests. A metropolis that guarantees physical, mental and social well-being, and that proposes the articulation at supra-municipal level to provide the territory with the necessary resilience to become a comfortable and safe place for the development of all kinds of activities, putting people at the centre and with the aim of reducing vulnerabilities.
